In 2016, Human Rights Watch exposed the shackling of over 18,000 people with psychosocial disabilities at home and in institutions throughout Indonesia. The government has since taken important steps to raise awareness, provide services, and rescue people from chains. However, even today, more than 12,800 people with perceived psychosocial disabilities are shackled—to beds, cement blocks, or in animal pens. Help us end shackling by calling for better monitoring of institutions and more comprehensive support for those effected or under threat.
