Since January 18th, 2011. The MPAA has halted movie imports to Indonesia due to the Directorate General of Customs & Excise's new interpretation on movie royalties.
After the movie importers were audited using the new interpretation, they ended up racking a $3 billion for failing to report the royalties and the fines charged based on that "violation". The problem lies on the interpretation of that regulation itself. Reg. No.17/2006 was made to override Reg. No.10/1995 that had been used for over a decade. If it were the old rules, the importers wouldn't even have a debt. The way they calculated the royalty fee is radically different. This whole new interpretation and the audit "created" that debt.
